So the team I took over today has been in last place the past 5 years. I looked at the draft history and it has been horrid at best. So obviously I need to start a rebuild with this draft. My question is this. If I start the majority of the rookies I draft this year will their skills improve faster then if I sit them for a year? I also realize that by starting rookies I may still end up at the bottom of the standings but that's ok with me for the 1st year or 2.
I have looked at some of the other threads that said offensive lineman were OK even if they were in the 70's for skill but I was wondering if I drafted OL with high future skills would they be more effective in the long run?
BTW I have the 1st pick this year and I am going to draft my franchise QB. Now I know in real life if a team drafts a QB with the 1st overall pick he is projected to be the starter on day 1 which I am planning on also. Is this a good move or do I make him a QB2 to start the year? How would that affect his future skills?

You rookies will improve in terms of play knowledge and position experience. But as far as I know, playing time has no affect on attribute ratings. That said, if you're rebuilding, it's better to play the rookies to get their play knowledge up.

70 rated linemen are good. But it is a rating based off weights. You might be a running team or passing team and find variable effective ways of setting line ups for success. I like high rated linemen but cannot say definitely it is a sure fire way to win. As I have done pretty good with a line below 70.

If you have the opportunity to start your rookies, or the need to, do it. It takes one year for a player to feel confortable in a system, at least. So, if you are going to keep them, the sooner, the better.

Keep in mind that you will want to keep an eye on them throughout the season (especially early in the season) to see if they get injured, as players are more likely to get injured if they have low conditioning.
