In a nut shell : is it possible?

Can I negotiate players wage bills down or will they only ever ask for same/above?

I have maxed out in 74 so I don't think I can fill my roster whilst its at max :(

you can renegotiate player's salaries and offer them longer deals and it will lower there cap number. You probably only want to do this with younger players that you want to keep around though.
