Goal line defensive plays

What causes goal line defensive plays to be called in the middle of the field? I'd like to have a goal line play in my playbook to stop goal line scores, but I don't want those plays called in the middle of the field where my defense gets burned.

Your defense will line up to counter the offensive personnel, so the offense must be coming out in goal line personnel when that happens.

There's really only two ways (that I know of) to prevent this:

1. Remove GL defensive plays from your playbook.

2. Do all your defensive gameplanning in rules so you can exclude that personnel group from being an option unless the field position is where you want it.

I prefer #1 due to the fact that you can't upload a set a rules. You have to change every rule one by one for every game (if you want to change your gameplan), which is mind numbingly tedious.

This is what I was thinking the solution would be, but I was worried I may actually want to have a goal line defense in some cases.

I was hoping the AI would be smart enough to only call goal line defensive plays when in short yardage situations, but I've seen goal line packages on 1st and ten or whatnot which, when combined with the fact that defenses match offensive personnel, results in pretty poor results for my defense.
