Progress - when moving player to different position

I have a player that was a QB for another team; his progression showed a decline.
Converted him to running back where he's done pretty well for me, happy with his performance.
The progression chart shows he's still declining.
So my question is, as the progression chart seems to follow the OA value of the player, what is the OA that is tracked. Is it the OA for his original position ( QB ) or is it the OA for his new position ( RB ) which may be different.
A follow question would be, when a player declines does he decline for each position or are the positions independent, ie he could have declined as QB but gained a new found lease of life at RB and thus improve at that?

A QB will decline in his passing skills if you move him to RB, but it will be slowly. If he was declining initially, he will most likely continue to decline after you switch. His non-position-applicable skills will decline faster than his position-applicable skills, which is all determined by his coaching hierarchy above him.

Which makes sense - after all, he's not training or using QB skills so they decline.
What I was really asking was if a player starts to decline, are ALL position skills declining - QB ones, RB ones etc albeit at different rates due to certain factors or are all position rated skills calculated independently ie QB skills could decline but RB skills increase at the same time?

All factors are calculated independently (i.e. it's not a blanket 3-point increase for each value, but instead is a dice roll for each attribute) but the mean and standard deviation of the adjustment is the same for all attributes.
