Does it apply the Personnel first and then the percentage of inside run/outside run/short/medium/long pass? Or is it the other way round, or does it apply them equally?

Logic goes:
1) Run GP adjustment 2) Check rules 3) Run Slow Down/Hurry Up Adjustment 4) Roll play type 5) Roll personnel sets
