That's actually controlled in the "hurry up" settings - hurry up basically means that you are pulling out all the stops, you stop running (unless you are wanting to drain some clock because you are in range to score a go-ahead FG or TD) and you go into onside kicks. So Jacksonville may have had that value higher than he would like, or perhaps he wanted to do that.
hurry up is not the same as no huddle
