Could I cut a player and then resign a few players before the deadline? or Could I just resign whoever I want and by the time the next sim happens I'll be under the cap due to a few players coming off the books!

Cutting players won't do you any good because their base salary is prorated - so since it's the end of the season you won't save any money by cutting them. The contract offers are also calculated before retirements/expired contracts, so that won't work either. Your only real course of action is to sign whoever you can in the cap you have available.
