Could it be possible to have a development squad? It could be a way to keep Young players and give them time to develop, instead of just cutting them because ther are better players ahead right now.

Would have np with this as long as those players can be freely signed by other teams just like practice squad players in the nfl

I like this. Sometimes you draft players to be project... if you have to cut them because they arent in your 53 best players... they won't develop. You put them on the PS and if they start to develop well you can sign them later (or another team)

I also feel that FAs should develop. Even if they don't make the team, a lot of players will still be working out, etc., trying to get better so they can make a team in the future.

I think they do. I just signed a FA that was 0/+1 this season. I'll have to see if they were cut before the season to be certain.
