When I read that I have $20M of cap space, and I need $15M to sign draft picks, does that mean I only have $5M for free agents? or are those numbers from different pools of money.

Along the same lines, will the sim allow me to go over the cap when signing a player, and then I have to cut by next sim? Or will it simply not sign the player I offer?

Yes, but you may be able to free up more cap space by renegotiating with players already on the team.

The cap is enforced starting with Training Camp, so you are able to go over the cap during the free agency periods as long as it gets resolved by the Training Camp stage.
