If I have two rules with overlap, which one is chosen?

For example, if I have a fourth down conversion rule that is set for the entire 3rd and 4th quarters, and another fourth down rule specifically for the last two minutes of the 4th quarter, which rule is used in the last two minutes of the 4th quarter?

if i remember correctly JDB has said when 2 or more rules apply to the same situation the weights combine so if you want the one that is for the last 2 minutes to apply by itself every time make the first rule 15:00 to 2:00 for the 4th quarter and the other one 2:00 to 0:00
