I figured as much, so if I wanted to build an offense built around the pass such as today's real life Patriots, Saints, Colts, a pass oriented coach would be a better coach to build that around?

Most likely, you'll have a better selection of pass plays to work with.

As lellow says, you'll probably have more pass plays to choose from, but he won't have any impact on whether you are successfull at running this type of offense or not. That depends on your players, etc. Your coaches have no on-field impact (other than the playbooks from your HC).
