Clarification on Rules

At the top of the Rules dialogue it says:

If any of the conditions match the given situation, this will replace the primary gameplan logic.
The use of the word "any" is throwing me. I just want to make sure I am reading it correctly. Let's say I have a rule with the following conditions:

Down: 2nd, 3rd
Quarter: 4th Quarter
Score: Down 10 to Down 29+

Which does "any of the conditions" mean?
  1. It will match a 2nd down play OR a 3rd down play OR a 4th Quarter play OR a play when I am down 10 or more points.
  2. It will match a play that is 2nd OR 3rd down, AND also 4th Quarter AND down 10 or more points.

#1 doesn't seem very useful but that's how I interpret the sentence. #2 is my guess on how it actually works.

Also, if I want the entire quarter, I specify 15:00 to 0:00 correct?

It means that if any rule applies, the engine will use the rule(s) instead of your primary gameplan. All the conditions within the rule must be met for the rule to apply.
