I have the exact same problem but am running 9.3.1, all of a sudden I have to log in every single time, despite ticking the box. Yes my cookies are set as well.

You're not actually logging out, are you? Maybe try clearing your cookies to reset it, perhaps the cookie is corrupted somehow.

Not logging out no, just cleared and reset browser and cookies, see if this works ...
