Draft pick order?

My question is how are draft picks ordered for non playoff teams that finish with the same record? What is the tie breaker?
I'm pretty sure in the NFL it goes by strength of schedule, whoever had a weaker sos gets the higher pick but it doesn't seem to work that way on MFN. |

My schedule and division were both terrible last year so it makes absolutely no sense to me how I didn't get #1 pick. And to make things worse I somehow ended up with the 4th pick out of the 5 3-13 teams. Something is wrong here. |

I think it would be better if there was like a table we could refer to that would tell us what draft position we would get and tell us why we are getting that pick then I would think problem solved in a way. |

Its really not that big of a deal just a bummer. I would just like to know what the tiebreaker is. At this point I'm convinced it's random.
