I cannot offer another teams coordinator or coach a contract for promotion to fill positions on my coaching staff? Is there an actual period for this to be done, or do I have to hire low level unemployed coaches that are available? 1st year as owner of this team?

You can only poach a coach from another team during early free agency and only if you offer him a promotion.
