Creating rules question

Does the personnel have to match up on both sides of the ball for a rule to trigger?
Or can you set up any play(s) you want and if everything else matches up it will trigger?

Rules on defense apply to personnel packages, among other triggering events. They can apply to one, some or all of the offensive personnel packages you will face. Rules on offense do not have a personnel package component other than the one(s) associated with the plays called on offense. In other words, the defense has an option to match up with the offensive personnel set or not, e.g., defend a 1-3-1 formation with a 4-3-4 formation as opposed to a nickel or dime formation.

Thanks. I should have said on defense because that's what I referring to..my bad!
So on D, for example... I can't set up a Quarter play to go against say an I Form play on O?

Yes, although the defense would be set up against the personnel set employing the I Formation, e.g., 2-1-2 or 2-3 personnel set.
