This is my first full off season cycle, and i'm in 67. I can not match the salaries offered by other teams as their cap for each level is substantially higher. This should be remedied as its the furthest thing from fair. How about a max salary for coaches at all levels, so then at least there's a chance?

Actually, coaching salaries do not come from the same pool as your player salaries - and are equal across all teams. There is no dead cap with coach salaries, there is no negative financial repercussion to you replacing a coach. Everyone has an equal cash flow for coaches, and the only restriction is that your head coach makes more than your coordinators who make more than your position coaches.
Sometimes you'll have an overpaid position coach or coordinator that makes it difficult to sign a full coaching staff, if this happens you will need to replace the overpaid coach.

Here's what I'm talking about... I offered every penny I was allowed to offer, and they accepted the other teams offer that was over 24 million more than I was allowed. How can that be possible?

A lot of teams pay very little for position coaches which gives them a lot more money to pay for coordinators and head coaches, but also leaves your position coaches open for being poached by another team to become a coordinator or head coach. Most likely your position coaches are using more of your cash flow than these other teams.
