Your playbook is actually controlled by the Head Coach (I did that instead of the coordinators because I felt that having the coordinators bring the playbooks made them more valuable than the head coach). What you are wanting to do is intentionally part of the game. During the offseason, go try to steal another team's coordinator that has good ratings and has the styles you want - during early free agency, you can hire any coach from another team as long as it's a promotion (position to either coordinator or HC, or coordinator to HC). There are no "salary-cap style" penalties applied to coach salaries.
