Also keep in mind there is a hidden experience score for player based on how long they've been playing (think of it as more of a general experience more so than positional).
Link or this isn't a thing. Nothing that I know of is hidden.

I think he just means how experience is tied in to ....in game decisions . In various places. Like blitz reads, route distances on 3rd down, RB vision, whether a db knocks it down or goes for the pick, whether to field or return a kick....maybe some more.

Yeah, that's kind of what I meant. I'm just not sure if it's simply play experience plus positional experience, or if the players years in the league have some effect too.

It's not hidden, the calculation he is referring to is a composite based on the position experience and the play experience. You can see the inputs by looking at the player page and seeing the play familiarity, but it's not presented as a single value to you because it will vary based on the play calls on both sides of the ball.
