Is there something wrong with my rule? What am I missing?

What's the score at that point? It looks like you're in hurry up (by the timeouts) which implies that you're not up by 1 or more points.

I looked at your rule sets, you have several other rules in addition to that one that were applied at that time. The rule engine takes all the rules that applies and weighs each of them equally, so if there are overlaps both rules will have an equal weight in the decision-making.

Is there a way to order the rules so that different ones get applied first? Or are you saying I need to make my rules way more specific to avoid overlap?

Better control over your rules will likely be in a future release.
