I thought that stuff was going to be reversed for this team?

Most likely those big contracts were rejected because of the lack of cap room. Once free agency is over you can't sign a player that takes you over the cap.

The pending cuts that hadn't occurred yet were cancelled, but there were some cuts from the previous stage that look like they had gone through.
