I like rules and all, but I think a league where owners can't specify the exact set of plays the team would run would be interesting. Instead owners can only set their team to short/med/long pass or inside/outside run on offense. Same concept with defense. Basically, disabling rules and anything that can specify formation would make for an interesting league.

I'm actually considering making a roster-only league, where the AI does all the game planning and all you do is manage your roster. I think there would be a decent number of players who would like to play that way.

Not unless the Ai was improved significantly, at least for me.
I can't imagine how frustrated I would be if I had to rely on the Ai's decision making any more than I already have to. I'm probably in the minority though.

But at least everyone would be in the same boat. Would this place greater emphasis on HCs and CS?

This is ultimately who I'd make it for - those who don't have the time to put in to make game plans, but enjoy the roster-building process. Sure, the game planning wouldn't be as effective as if you did it yourself, but like parsh said, everyone would have the same handicaps, and it would be 100% a roster-building exercise. The guys who love to spend lots of time studying film and putting together game plans would still have that available to them with the other leagues, but the guys who are frustrated because they can't compete with the time factor would have a league they could be more competitive in.

This. Also, I'd get tired of blowing teams out running a few select plays that can only be stopped through rules.
