Holding penalty on IND but apparently there was no 'penalty' for the penalty?

It appears that the holding occurred at about the 30 yard line. So the next play should have been 1 and 15 at the 20. It is possible that it happened after the runner gained the first down, hence 1st and 10. That still doesn't explain why the ball was placed back at the 25.
