I think the scrambling skill should be exactly that, not a QB's ability to throw under pressure. Therefore, I propose an additional attribute for such instances.
Look at some of the greatest QB's of all time: Tom Brady, Peyton Manning, Dan Marino, etc. They were not scramblers, but they could throw even with a defender in their face.
So would I, but it if it is used, it seems to be overpowered by scrambling skill.
Just realized this might also help slow down the blitz every down strategy if slow QBs can be great pocket passers, even under pressure. I'm not saying all slow QBs should be good under pressure, but at least some should, just like not all fast QBs are that good at scrambling. It just seems odd that it's decided by an attribute named "Scrambling Skill"
