I'd like a way to manually add plays to a rule (and adjust its weight) rather than just using the sliders. There are some plays that may fit a criteria that I don't want to run in certain situations, and so I end up having to nuke entire formations etc to prevent them from triggering along with the plays I do want.
If this were added, it should only be allowed as a rule on offense.

Not sure why you'd want that. I specifically want it for defense, actually. Mostly as a way to work through the issue of blitzing nomenclature in 3-4 versus 4-3 defenses (e.g., if I only want to blitz 1 in a certain formation, it cuts out all of my 3-4 blitzes that blitz an extra man in addition to the standard OLB).

Realistically, on defense, you don't know the play being called. You only know the personnel when they take the field and the formation when they break the huddle.
Also, if this were available on offense, it should not be allowed to react to defensive personnel (unless it is added as an audible and you'd have to run the with the personnel on the field.
Game-wise, you could create a rule for every play in the game to set the ideal defense against.
Having this available on defense would break the game and I would probably quit the game.

Sorry, you misread my original post. What I'm asking is that instead of determining which plays are triggered by a rule via sliders (i.e., by setting %s of personnel, secondary, and linerbackers on defense), that you can just manually add plays and adjust the weight for that play being triggered by the rules conditions. Nothing would change in terms of WHEN in the game the rule is triggered (that would still be by whatever formation, time, field position, etc parameters you set), only in what plays might get used IF it's triggered.
