The Personal in Gameplan can become locked so some of the alternatives can't be reached and by that they cant be chosen anymore.

I found out how to solve it when it NOT in the top (=move the covered up a bit)
BUT when one/more of them in cover are at max up, then the covered ones can't be reached anymore.

Example:
EDIT: CORRECTION mfn27 INDIANAPOLIS 3 and 4 Short,

It's still LOCKED so I can't chose them in top as e g 2RB-3TE
by it get locked when it's more than one at same place at the Personal and they are in top so them under can't be moved up any further to unlock..
