Best guess is that the Penalty came after the interception ?...and the AI called it as holding on the return team ?

Why would you decline ANY penalty in that situation?

The penalty would be enforced -10 yards from the spot of the foul. I'm not sure why it would be declined.

It does look weird, to add, the player who Intercepted the pass is the same guy that is charged with the hold. I have never seen a ball carrier charged with a holding call LOL

That's why I think the hold happened before the interception, but the play by play displayed the order in reverse.
