Had a game where at least one rule that I could see wasn't working. Went back to my rules and saw that everything was as I had left it. Difference this time was that before my last game I loaded a previous gameplan. Rule was still in place, but did loading a gameplan somehow deactivate the rule, even though the rule displays as active?
