Am I correct to assume that there is no way to set a rule for special teams. You know, something hypothetical like, oh, I don't know, maybe...
"DON'T FAIR CATCH THE BALL AT YOUR OWN @#$%!! 2 yard line!!" (or the 4...or 6...or really anything inside the 15 or so...?)
And on a somewhat less sarcastic note, is there really anything I can do in that situation from a coaching standpoint? Does a better kick return rating minimize it? Intelligence? Sacrificing virgins and rum on the altar of Frank Beamer or something?

Yep
I think reason we cant is someone could like make it where they set it up where team will punt the ball on 1st down , 2nd down , 3rd down and/or 4th down then they could like ABANDON team then watch the show then in created leagues maybe league admin could see they did that then either delete rule off gameplan and/or they would just take team over then delete the rules or have someone else take team over and delete those rules.
But regular leagues basically would be mess in this situation .
btw just my 2 cents why we cant do it NOT that it is right reason for why we cant.

Any punt returner who fair catches at the two wouldn't be returning punts the next week -- that's just a silly outcome. That shouldn't happen, agreed.

Yeah, this too, but for whatever reason I'm less incensed when a kid lets the ball sail over his head at the 25 (I think because I can mentally write that off as he slipped and couldn't get there, sun got in his eyes, whatever) than I am when he stands inside the 5 and catches it.

How about instructing a punt returner to try and avoid tacklers instead of running straight at them?
