Without the details or being able to see into that league, I'm guessing. If the offer was on the table for at least two sims, maybe the AI is revaluing the picks based on both team's "expected" performance this year, even though you're still in pre-season.

i sent trade yesterday when it was 722 for both sides and now it is in the 8 hundreds for me and 7 hundreds for Green Bay

it was preseason 3 game stage yesterday and now it is preseason 4th midweek stage today

I just can't see INTO the league (look at the specifics of a trade offer and other such details), because I'm not in that league.

I'm thinking that because you lost your most recent pre-season game by a large margin, the AI might have decided that your picks will be worth more next season. (The algorithm is already predicting you will have a bad record in this regular season ... Which is a silly prediction for it to make at this point, but I can't think of another explanation.)

Did the players abilities increase during the spin?

It's not a bug.. the value of draft picks change almost every single sim based on whether you won or lost. All the more reason to NOT judge a trade based on the specific score. About the only time I "trust" it is if we're both exchanging picks only in the current draft. Everything else is speculative.
