How to make this team playable again?

Short story: Cleveland (link https://ags.myfootballnow.com/team/12 ) had a rookie owner who had a busy IRL. He tried keeping up with the game, but ultimately (probably due to contract wizard) ended up screwing his contracts and cap.
Cleveland is now unplayable (huge deficit in cap and crazy contracts. How can we fix this, so we can get an owner for the team and the team being actually playable? https://ags.myfootballnow.com/forums/1/281?page=1&x=gUT5gXCpbL#1243 |

Being a user-created league, the league owner can PM me and request that the dead cap be reset to the value they specify (the owner would know better than I would what would be a fair amount given the climate of the league).
