Unless there's something I'm not seeing or understanding... it appears to be happening because the league is under the 50% requirement for the league to continue spinning. Spins won't occur while the league has 17 or more openings. Your league currently has 17 openings. So you need one more person to join before the spins will start happening again. Until then, the spins will continue to be pushed out as you appear to be experiencing.

I was thinking that it would still check to see if a spin could happen by trying to run the next phase. But I think you are right. Derp... :)
