Obviously, if Team A puts a player on IR they are shut down for the season.

What if they are released and/or traded? Can Team B have the option to avail them? Maybe if their injury stretches into the playoffs and Team B is a contender, they are willing to let them have a roster spot to heal up?

Actually that should be impossible once Team A puts someone on IR they cant be released or trade them until the season is over .

Basically they wouldnt be available to Team B

though only way for this to happen is TEAM A would have to be CPU and CPU would release them then only then only then would Team B have a chance at them
