It doesn't 'have' to be but I will only create it when it is. Starting a new league with a mass of AI owned franchises is a surefire recipe for a league to fail.

So in other words, yes, it does have to be full first. I'm actually glad you're waiting, especially since you plan on discussing league rules. A new league also does not need a late entrant complaining about rules he had no say in creating.
