As a more general suggestion, holding penalties on the punting team should probably be reduced, while increasing the rate on the return team. That being said, the logic on when teams accept or decline penalties on the punting team needs to be tweaked. Currently it seems no one accepts them even when the result is standard to poor. Unless the result of the punt was either a touchback or 10 yards or more below that punters average net yardage, it should generally be accepted. Otherwise you're basically just declining 10 free yards + a chance at busting another return.

Poor discipline ratings for the backups? Or maybe poor experience because the punt team OL isn't considered the same as regular OL? Or you have a LB or DL on the punt team OL and their position experience is way low for that spot?
In general, I'm just saying I think there must be a reason that these penalities seem to be more frequent on punts other than just "there's more on punts". Not that you're saying that.

Punts don't require the same level of protection as normal pass blocking duties. Players really only need to hold a half-hearted block for a second before releasing in pursuit, so the chances of a hold or a false start are extremely slim, regardless of discipline.

A run to the left doesn't require much blocking from the right WR, but he'll still get called for holding now and then.
I'm just saying that instead of creating some artificial rule that says holding doesn't get called as much on punts, maybe there is an explanation as to why it occurs more than on regular plays.
