I think in order to help teams with FA's and fair play the more emphasis should be on the contract total and not as much on the bonus. I explained in league 10 how easy it is to manipulate the cap by signing a player to the lowest total cap by increasing the bonus to 75% and then adjusting the total contract until you reach then minimum bonus that the player wants. This works not just when resigning an upcoming layer but also with renegotiating other contracts to decrease your cap to allow strong teams to continue to go after big FA's
