I think it would best if there was a success rate on rules so that way people would create at least one because it seems people complain not every one makes one.

for example

Average Joe made a rule and rule said it had 80 percent chance of exceeding then he would know there is a 80 percent chance his rule would work.

And imagine that was the case everyone and their brother would make at least 1 rule for themselves.
