Between the deactivate and move up tabs put a new red tab indicated as 'pin to top.'

Why?: This way we'll have flexiblility to let the new rule drop down to the bottom (only current option) and to move up or to let the new rule's journey commence at the top with the move down arrow for easy shifting.

Another adjustment needed:

When working on defensive rules, a check mark box next to both Linebackers and Secondary.

10 - ALL
17 - ALL

Click and each slider would give you 10 for each secondary option and 17 for each linebacker option.

I don't have it in front of me right now but I believe that's how the 10 and 17s break down.

If you don't move the sliders from their starting positions they will automatically default to equal when the rule is saved

Conversely, too.

If I pin 1 selection to 100%, the others should retreat to 0 or save as 100 and all 0s without all the sliding work.
