Rule not working.

I have a 4-1 rule that I've been using for years. Three times in this game, the rule was ignored. https://nfl.myfootballnow.com/log/13308

Double checked everything. No other rules in the same situation overriding it, and all the requirements met. (And yes, it was activated)
