Is this game able to be truly set up as college football, in a way to “recruit format” maybe less games and no draft, or is it all built in.

Sorry, but no. Its always been intended as an nfl simulator, tho its been in development so long that it doesnt match the season or rule changes that happened there anymore.

You can change all the team names to colleges. It's been done before although I'm not sure if that league is still around.

That's right. I was member of that league. Maximum contract was 5 yrs, then max 1 yr extension. No trades. As far as I remember it worked pretty good.

I've had my roster only as colleges. I'll rotate the teams/unowned some times to refreshen it up.

No restrictions as far as contract length or can't use a player over so many years experience.
