If you want to have other sliders set to 0% because you want safety blitz 100%, then you need to manually set them to 0.
If you don't, how is the game engine to know what to do? It can't gauge if one change means you want to wipe out all other values any more than it could think setting to 100% means you forgot the others by mistake.
From memory, where the totals were > 100 in the old UI, then it scaled the existing values.
