Cutting draft busts can help your cap in the current season, but it grossly inflates the "Dead Cap Next Year" figure. Only use this strategy if you have no long-term plans. The "Cap Used Next Year" figure includes "Dead Cap Next Year." I don't know if this was always the case, but it is now.

From the pure ratings (pass rush/ run defense) I would have thought about it after his draft. However, he has a very nice strenght / agility / speed combo, so you will probably tell me he plays ways above these ratings ;)

I wasn't saying you would, but if they are useful at all you might want to hold on to them. The game has a way of making "cut your losses" very expensive in the long run.

From the pure ratings (pass rush/ run defense) I would have thought about it after his draft. However, he has a very nice strenght / agility / speed combo, so you will probably tell me he plays ways above these ratings ;)
I've tried playing him as starter without much success, but looking at his numbers, I find he's doing well for someone who's pretty much always been a third stringer.

I have till first game of preseason to cut players and reach $18,673,444?

Yes, cut, trade or offer reduced contracts across your roster if possible - some will take an extended deal with a high (max) bonus allowing you to reduce their guaranteed money and save space.
