There has to be some kind of incentive (somewhere) that determines how the Coaches do their job.

They can be poached only during early FA, and the conditions are that you offer them a promotion (which means one step higher or more in the coaching hierarchy) and are matching their salary or giving them a raise. Also, if they signed their current contract in the current year they cannot be poached.
