When a WR or RB is pushed or runs out of bounds, the clock keeps on running, letting valuable seconds slip away. I don't think this is the way it should be. The clock should stop and not run until the snap of the ball, isn't that correct? It does stop when the ball is fumbled or passed out of bounds.
Passing to the sidelines is a time conserving tool that is vital during late game play calling.
Could be the difference in winning and losing
Once the ball leaves the field of play, time stops. Am I right on this?

I actually thought it was only in the 4th quarter and not in the 2nd.

Looked it up - "the NFL has restarted the clock after the ball carrier has gone out of bounds, except in the final two minutes of the first half, the final five minutes of the fourth quarter"
It may or may not be coded that specifically.
