A promotion is only hire a coordinator to HC, or i can give more money for a HC in other team to be my HC?
A promotion is any position coach to a coordinator or HC, or any coordinator to head coach. You cannot poach another team's head coach.

Why when i try to sign a DC of a other team to be my HC they say that i don't have enough money but for the same offer i have enough money to sing unemployed coach for HC

Yeah that's because it's showing what it projects you need for other coaches I think.

I have always ignored that message and sent the contract anyways and have signed the coach. Doesnt hurt to try
