There's no penalty. Just hire an unemployed coach, or promote a lower level coach. There's no penalty. I'm wondering what league it is so I can scout out that coach for my own team :)

Or you can also hire another teams coach as long as its not the head coach. Best way to do this is just go into the coach search mode and look for Head Coaches and search all. If another team has a coach that you like better you can attempt to hire him but he will not take a contract less than he currently has.
