I'm assuming (and hoping) the rules are correct, just the relevant fields aren't wired up correctly, thus displaying default values.
I saw this for some time after switching to the new UI almost exclusively. I would dutifully go through and change everything and then see it reset when immediately reopening. It was frustrating. But for the last several weeks, this bug is one I haven't seen. So, I would guess that the rule itself is correct, it's just the display that is incorrect.
